In Scotland you need one in what they call the principally used room ie living room. If you have another room such as a home office or child's play room that you spend a lot of time in this will also come under this description.
How long did they take inspecting and testing your house. If it's a load of houses on the same street I'm willing to bet half the report is copied from house to house.
The cables to the sockets will run under the floor. how is your house and water heated? do you have an immersion heater? this is probably the boiler in the report.

Part p is a building regulation you may as well say your part a to q qualified there all building regs. get yourself on a proper electrical apprenticeship.
