i think it may just be a name change, I was told that c&g no longer had the monopoly on these exams and as such it was no longer 2394/95 but was now initial verification and inspecting and testing. I think they are both now multiple choice as well.
It takes as long as it takes to id the circuits. just tell the customer before starting that you cant start testing until you've worked out what is on what circuit and that it will cost so much per hour. As long as you agree before hand there's no problem.
get an electrician to put an fcu in and wire it straight into that, don't get the same electrician back though as he should have done this in the first place but probably couldn't be bothered.
But the regs state the circuit serving the location not the bit of the circuit entering the location. regardless of all that surely putting an fcu next to the consumer unit would be easier and more aesthetically pleasing.
is there another line tail coming out of the isolator hidden behind your voltage tester? maybe whoever installed the isolator wanted two feeds isolated but was too tight to put two isolators in.
spend the money and forget about it. you haven't re-energised it he has, theres nothing you can do if he doesn't want you back. if you want to put it to bed then either ring your scheme and tell them or call the local council and tell them this will cover you when he decides to change his story.
go back and get your money, if they wont pay then rip the cable out and go home. stop messing about with the shower as like others have said its not your problem.
