had similar problem other day (not council) took me 20 mins before some grumpy half asleep tenant gets the door, soon as i was let in she went back to bed...
also on a council rewire 2 days in a row no one in.
"second question: I have a freezer and washing machine outside zone 2 but less than 3 meters from zone 1. The clearly regs say you cannot have a socket outlet less than 3M from zone 1, obviously, but my NIC on-site guide says you can have stationary equipment such as washing machines beyond zone...
Will the insurance company really pay to redo all the electrics tho?, damage only to the lighting circuit? Possible to rewire just the lighting circuit and advise the owner to rewire it all?

if he isnt happy with your quote offer him to do it on day rate ^^, makes him see how long it will actually take and any extras pay for themselves without trouble.

totally agree with above, would say starting pay anywhere between 30-60 a day if not for free, in london anyway.
imo 2330 level 3 doesnt increase how well you work on site either.
depends what area you are looking for work in. and also what type of council work you mean, decent home projects would probably be the easiest to get into imo but its not for everyone.
paid £22/ph for mine 3 years ago
