Most of the 12V power supplies you can get have a trimmer on them for adjusting the voltage, not sure how far the range is though.

Yes, they've angled the terminal screws so if you put it in a corner then three screws are facing a wall, you have to wire it all up before you fix it to the ceiling.
I think with those DIY units only one side of them is pre-gassed so when you pipe it up you need a vacuum pump to get the air out before you release the gas into the closed system.
I fitted one a few years ago from the same place but it had a different method of fitting, both sides were gassed...
