Not quite sure what you are trying to achieve, but you should plan to install at least 50% more connections than you think you will need. When I carry out office installations I usually put 4 cat 5E points at each desk and where network printers are going 2 for each printer you plan on...
Dimming LEDS is always tricky, I've found the best soloution is to go for something that is designed with a dimmable power supply to supply the LEDS. These tend not to be cheap and generally do not use the standard dimmers.
