I am looking for some advice. I had a new consumer unit in 2016 which is fine however I have just noticed an earth wire coming out of the bottom which isn't connected. I'm not sure if I has always been this way or not?

Had a problem with my mini angle grinder that cut out during use. Opened up the plug to take the fuse out and check it in the kettle and was surprised to see there's no earth wire in the cable. Is this normal?
P.S Fuse was blown - can't understand why though.
