Does C&G 2394/95 allow me to sign off installations?

Hi Guys I have recently passed C&G 2394/95, does this mean I am no able to sign off installations and issue certificates? For example a friend of mine has asked if I can test and issue a certificate for a house he wants to rent out. Do I need to be registered with someone like jib? Many thanks

Spur off Ringmain to outside socket and lighting

Evening gents, just wondering if anyone could give me some advice. I want to put a socket at the top of my garden, which is approx. 30m run. I have got a long enough length of 4mm 3 core SWA to cover the socket. Just wondering whether it is possible to also spur off to lighting in the garden...
