Hi all, saw my brother over Xmas and he has a problem with battery chargers fusing out when he turns them on, now blown 3 different ones. All other things work ok.

I understand the basics of continuity and ins resistance tests on rings and radials.
What I am not sure about is polarity.
At what point am I testing for polarity,what does it prove and how do I do it?
SIMPLE answers would be much appreciated...
