Is it now a requirement to bond metal partition walls or use rcd protection for cables wired within it, when installed in a commercial environment?

Why in older commercial buildings do the electricians fasten cables to the wall rather than install tray etc.
Been in a place today where over the years more and more circuits have been added, but no one has installed tray etc just clipped to the wall a ties to existing cables.
