Hi does anyone know any 18+ way split load metal clad consumer units that have an insulated cover?
 
I think Your going to have to go 3 phase 6way with phase links and rcbo's , bit pricey but a pukka job

you can either stack two boards with Iso and RCD or 6 way tpn with pahse links and RCBO's
MK do boards with stacking kits

You can build your own split load board out of this enclosure with the relevant split load kits.

Or as Bugsy says, use the stacking method of 2 consumer units.
