is the alternator outputting the right amount of amps?.

Headlights are 60/55 watts non original. Radiator fan also non original.
 
Battery good at 13.1 volts, at 2000 rpm voltage slowly climbs to 14.5 volts. What would cause the rise to be slow, about 3 mins to reach 14.5
