I wonder why we bother writing these Regs, no one ever reads them.
412.1 Double or reinforced insulation is a protective measure in which:
(i) basic protection is provided by basic insulation and fault protection is provided by supplementary insulation, or
(ii) basic and fault protection are provided by reinforced insulation between live parts and accessible parts.
NOTE: This protective measure is intended to prevent the appearance of dangerous voltage on accessible parts of electrical equipment through a fault in the basic insulation.
 
Insulated and sheathed, is reinforced insulation.
Reinforced insulation is accepted as being double insulation.
Should be somewhere in the book.

No, what the book actually says is that insulated and sheathed cables may be considered to provide equivalent protection to double or reinforced insulation subject to certain criteria.

I don't have the book to hand though for a reference

If you read the whole section you will find the note that deals with insulated and sheathed cables
 
Is that the note relating to wiring systems installed in accordance with Chapter 52?

If you seriously don't think that sheathed cables are not reinforced/double insulated, then I guess you will be condemning every TT installation you come across for lack of fault protection for the tails.
