Yes, that’s right.
I hear what you’re saying, I suppose I considered the cable bullet proof as it hasn’t been touched in 10 years that we know of, and there’s been no problems with it.
Used to get faulty outer insulation in purple 16mm Street furniture swas .the water would seep in and eventually sometimes blow the mcb in pillar.youd be surprised how many resin joints are burried under new tarmac.
 
I didn’t say I had no test gear but I don’t have the kit necessary to do insulation tests etc. I get by using a multimeter.

can you measure the resistance between the 3 cores?
You said, “No, I don’t have the equipment or experience for that." James asked if you could measure resistance, he didn't say "insulation resistance. Which a multi meter would be capable of doing. Hence, the confusion.

No, it doesn't, but you could be described as one if you tinkered with other people's cars.

I'm clever enough to know what the definition of an electrician is.
ELECTRICIAN meaning: a person who works on and repairs electrical equipment.

How would you describe someone who turns up at peoples places to sort out electrical problems ?
 
Or a DIYer that can do simple electrical jobs.

The guy isn’t touting himself as a professional…
So there’s no need to criticise him for not having an insulation resistance tester.

I didn't criticise him for not having an insulation tester or accuse him of touting himself as a professional

I simply asked how he managed without any test gear, after he said he basically didn't have any means or knowledge of measuring resistance.
 
The term 'Electrician' is not a legally protected status. No criteria exist to define who is and who is not an Electrician. By example even on an ECS Gold Card you could easily have three descriptive terms: eg. Installation Electrician, Registered Electrician, Approved Electrician yet no definition of 'Electrician'.

The EAWR 1989 requires only competence. Yet even that word is not defined and so each must be prepared to demonstrate such to a degree should it all go wrong before a court.

I have seen many with qualifications who are quite frankly useless. I have seen many with Gold cards, industry recognised 'electricans' with so little experience they needed supervision to work.
And that is without touching on the EICR's carried out by the ever increasing number of drive-by electricians with electrical qualifications and trade body membership!

What is refreshing in this case is the OP opens with this quote:

Now such is no assurance of anything, after all many tackle electrical work without it dawning on them that they are out of their depth! I have seen it on this forum many times in my short time posting.
So, that someone should come on to a public forum and recognise this position is a credit.
An Insulation Resistance Tester does not make an Electrician - competent or otherwise
