It is all extraneous parts which need bonding, not just pipes.

Agreed. Its just an often overlooked matter where the service pipes are plastic, but the internal pipe work is metal. Reg 528.3.4 does not specifically refer to extraneous conductive parts, just non electrical services, although they are referred as such in 411.3.1.2.

To be honest it's a long time since I looked at the regs concerned, I might refresh my memory later when I get home from work. If I'm not too busy cooking dinner

Please do davesparks. Although I have nothing specific to back up my understanding, I believe it is to negate the probable likelihood, of pipes and cables coming together under the floor boards, and the likelihood of a pipe becoming live. Unlike a pipe likelihood to introduce a potential into an environment, this is simply to bond such, bit like exposed conductive part. That's my thoughts anyway.
