Smart water is very good stuff but I think security of tools on site needs a visual deterrent more than an invisible mark.
Engrave, solder burn or similar give a visible deterrent.

Problem with invisible marking is you can't clobber the thievin pikey till you've got your uv torch or whatever and checked the item.
 
Look up a local engraving firm with a laser. Simple and easy to mark most stuff.Get it professionaly branded with your logo, company name and phone number, "reward if found" etc.....prob only looking at a couple of quids per item
 
I can imagine offering a reward being counterproductive, with some smart alec bringing you your tools every 5 minutes and demanding a reward.
