OK heres how it work when you get an alarm panel you link out all the detection circuits ie zones , tamper PA Bell tamper once you do that you can test the panel for operation after that you then connect your devices ie magnetic door contact, PIR, vibration sensors PA buttons and each time you connect it up you test the panel that way if something goes wrong you know where the problem is always leave the the sounder till last (this saves peeing of the folks next door if you get it wrong.
Follow the colour codes previously mentioned in this post remember to series up your tamper circuits ie one tamper connection but 8 tamper circuits always record the resistance of all the detection circuit and record on test sheets attached previously as for what resistance should you be getting well how long is the cable if you have 2 PIRs the same distance from the panel then yep the should be near enough the same remember these measurements are for future reference
