HAHA, Fair enough, if it was a 3" capping with 4 or 5 cables under it and not a 1" with 2 as the OPs question I would totally agree.
 
Isn't grouping associated with number of circuits? So:

In the case of 2 x 2.5mm cables going to a socket outlet then how many circuits is that?

In the case of 1x1.5mm T&E cable and 1x1.5 3core cable then how many cicits is that (usually)?
 
Yes quite right, and when would 2 different circuits be under a 1" capping ?, unless the design was very bad never IMO.

what about all the circuits running down the wall to a CU ?
you'll need a 4 ft wide chase if you want seperate capping for each cable lol.

Grouping should be considered but 9 out of 10 CU's have grouped cables and do we go round derating them??????????????

Never had a 4ft wide capping area before biff, if that was needed due to a large home needing wiring I would work with the builder to design a better way, and move the board to a better location, still if your happy?

Anyhow whats this got to do with the OP question about 2 cables under a 1" capping?
