Can I fix this myself?

Hey, does anyone know if I can fix this myself? I’ve tried turning the white plastic screw but even with that removed the cable doesn’t move through the brass coloured lamp part.

the "brass" cover should slide UP the cable. it won't go down. is the screw completely slackened?
