Can i make a over head supply tncs

I have private two wire overhead supply from a tncs pole and meter remote 8th mile away can make this tncs at house

Hi the cable head and meter are mounted on the pole connected to the grid with neutral and earth connected to the same block .back at the house we have a spike but trouble getting earth 20 ohm

20 ohms is okay. You are better off with TT at the house as long as you have a time delay Rcd main switch. Perhaps post a picture of the house panel & cable entry.

I'm not sure you can, unless you are a DNO, as I think the use of the TN-C section is covered by the ESQCR:

"8 (4) A consumer shall not combine the neutral and protective functions in a single conductor in his consumer’s installation"

As @Electro-tech says if you are worries about 30mA RCD having a single point of failure, you can use a 100mA delay RCD as an incomer, and either dual 30mA for final circuit protection or (ideally) RCBO that are neutral-switching such as the latest compact ones from Wylex/Crabtree/Fusebox.

Unfortunately I have no idea how private supply/BNO style arrangements are covered for this under ESQCR rules. hopefully someone with more knowledge will be along soon such as @Julie. or a few of the usual suspects such as @James or @UKMeterman , etc.

on this occasion, I am unsure of the requirements and it would be foolish for me to guess and pass it off as advice!!

I think that in general, you either deal with the supply and earthing arrangements you have been given or you ask your supplier to upgrade it.

If the supplier is not the local DNO then i suppose if you want the earthing system changed you should ask whoever it is that is supplying you.

However, I would not support the idea of linking N to E locally. (I thought it should be ok, is not a good defence in court if it all goes wrong)
