Can u run a 6 mm cable for hob 32 amps and 2.5 cable 16 amps off same cooker switch , 45 amp cooker switch wired on own circuit back to cu on 32 amp breaker.

applying diversity to 48A. ( 10A+ (38A x 0.3)) = 21.4A. add 5A if isolator has a built in socket.On every occasion 32 + 16 =48,thats a simple mathematical truth.
However that is not the correct way to calculate th eload on this circuit, you need to apply diversity.
