Hi first post im not a qualified electrician but know my way around electrics .the problem i have is i have just moved into a new house i have been up the loft this evening and found the 2 halves of cable chopped and taped up now im presuming these cables were supposed to be joined and by the thickness of the cable im presuming its a ring main .question is do i join the cables together or just leave as found ???????

as a guesstimate, finding out what it is and making it safe should cost under £100. a full inspection and test should be in the region of £150 - £200. not exactly 2 month's wages ,
 
From your picture, it looks like the DP switch to the shower has been removed and the ends have been 'taped up'. Although it's difficult to say what size of cable is shown. So it could be part of the rfc where a SFCU had been ?

I would switch off each of the MCBs in turn and check what goes off. Then call in someone who can either isolate properly, reconnect if it's part of a rfc or, if its the shower radial, disconnect completely.

just a guess there was an old socket there and its been removed and voilar cables in connecters taped up.
 
have you put any meter on the cables to see if they are live or at least a safer way buy/borrow a voltage stick and wave it over the 2 cables to see if they are live.
Seriously!!!! suggesting this to the unqualified not wise, the cables could be old immersion heater with switch in kitchen so might show dead until its switched on one day, volts sticks pick up induction too so only gonna make more confusion and id never suggest its use without a working knowledge of them and knowing the pro's and con's.
Might as well suggest a neon next.
Il re-iterate; whether the cables show live or dead it still needs to be proven they are not connected to anything and possibilities of energising at a later date, only way to do this is have it looked at nd tested by a qualified electrician.
