disconnecting electric heater

I noticed a electric heater had been disconnected from an unswitched fuse spur but the cable hasent been disconected from the spur,just cut flush with the bottom of spur,the fuse has been removed from the spur what you guys reckon bad practice or illegal ????the cable at the bottom of spur is a 3 core flex.
 
even with the fuse out what are the potential hazards?? is there a double pole device built in to a non switched fused spur when you remove fuse ? i seen this this week and potentially there are thousands of these within the uk with the cable left in ?? I may have to follow this up ???
