The workmanship is poor and the method of supporting the cables needs to be known in detail.
At the moment there is too much strain on the cables going between the two sockets and it will not comply.
A floor cannot be fitted on to the cables as this will cause strain on the cable and terminations.
If a floor is to be installed under the cable then they can be supported on a surface and may not be under strain and may comply.
There is not much room for anything under the cables and care would be need to prevent damage during installation.
The cable as it leaves the house needs to be in a "safe zone". This is directly in line with a socket or accessory or within 150mm of a corner or the top of the ceiling. If there is a socket on the wall behind that exit point and your wall is less than 100mm thick then this is a safe zone; if there is no socket or the wall is >100mm thick this is not in a safe zone and does not comply.
