For adding an rcd or download grading an mcb for various reasons I've always used a mwc, is this correct or do I need a EIC as this seems alot of work for this?

For those who are unsure as to the meaning of 'minor works', here's the definition from BS7671:
"Minor works. Additions and alterations to an installation that do not extend to the provision of a new circuit."
As such any electrical work (including the replacement of a CU/DB) which does not include a new circuit is by definition, 'minor works'.

I think your last sentence is incorrect.
