You can drive your vehicle to and from a pre-booked MOT inspection, and also to a place of repair without Tax or MOT certificate.
However, it could be argued on the return journey, that you are driving an unroadworthy vehicle, depending on why it has failed.
Having the MOT failure sheet would be evidence that you were aware that the vehicle was unroadworthy.
Not very likely, unless you are a known toe rag, or you take the wrong attitude with the Police if stopped.
As for asking the local Cop shop, I wouldn't bother.
I once had to produce my documents, and the Copper didn't know about 13 month MOTs.
