Always measure, ....only in rare circumstances would i contemplate or allow recording a calculated value on an official test certificate.
 
Two different purposes to fulfil, IMO. Calculate to verify design compliance and measure to verify integrity of finished circuit. Comparison will usually reveal any remaining gremlins. The whole is greater than the sum of its parts.
