Agree with your bit about can be removed without a tool or key Andy, but if you are going to fiddle about with a CU and remove blanks with your fingers? well say no more.The use of plastic blanks is not prohibited. The use of parts that can be removed without a tool or key to provide basic protection against contact with live parts is prohibited.
I have come across plastic push in blanks that comply and some that don't. Pendants are an exception to this general rule.

IMHO no the blanks are not required to be metal either then or now. The blanks that secure to the din rail are, well, more secure and so an improvement (?) would be my thought.Do blanks have to be metal now, strictly speaking they are not part of the enclosure.
?Not all Cu have unprotected bus Bars, Merlin gerin has switched on them and then there is the Plug on MCBS .like crabtree and square D
What a C2 for having plastic blank plates?It is a C2. If in a cupboard that has controlled access then a C3.
Pendants have further protection to terminals whereas a CU has an unprotected busbar inside.
