DB has redundant cables connected to protective devices!
Any reg in the 18th??? Memory recalls (badly) something in GN4

I’m so confused here. If they have been taped off for 2 years. Why not just disconnect them and stick them into to earth bar whilst on site, literally 1 minute per circuit. You have spent more time searching a reg number than it would have taken to just sort it on site. I wouldn’t even charge, you would disconnect the bloody cable to R1R2 anyway? ??
Yes your right Chris.
I feel so stupid now.

I think one of the things that strikes me here is that the OP, has gone about his EICR in the wrong order. If I am on a site where, as the OP states, there is no certs, charts etc. I would prior to the EICR spend time familiarising and charting the circuits and breakers. I would be advising the client of this and making clear the costs. For instance the taped over circuits/MCB, who knows if the MCB works or polarity is correct and therefore the cable safe? Without investigation it would breach EAWR in that you may be exposing yourself and others to danger by just plunging in without knowing the installation prior to poking about.

Thank you for a very good non abusive answer.
Client has been informed. Cables have been taken out of MCB. The MCBs have now been locked off as well. FI will be needed to identify the neutrals. When this is done, they will be taken out of DB as well. Its impossible to see where the cables go, as they disappear into the fabric of the building. So it's been agreed to put an enclosure next to DB with fixed based connectors in, and all earthed out. All cables will be clearly marked as redundant. And a sign will be adhered to the enclosure stating this.
Thank you again
