is it possible to get an electric shock from a phone point and if so what could cause this
 
mmmm had a call from landlord saying tennant getting shock from phone point

perhaps he's trying to get free phone calls. check that the leccy meter hasn't been tampered with either.
 
Could be one of those fancy metal phone socket face plates that got a fault on it.

Foghorn...is the tennants flat...how to put this, of the cheaper variety? If so, them buggers complain / moan about anything to avoid paying next months rent.
 
yes 48V d.c. but the ringer signal is/was 118V a.c. this was required to ring the bells on the old rotary dial analogue phones. don't know if it's changed.

I thought the ringing signal was 75 VAC but I might be wrong. The ringing current would give you a minor shock....well not so much a shock but you'd know you were touching it. You might also get a shock to the phone rather than from it, ie there could be something else in the vicinity with an elevated potential or voltage and when you touch something that's actually earthed on the phone of jack point you could receive a shock.
