Any reason why the landlord can't put his/her own credit meter in ? then you can split the supply.

Back to the same problem,meter runs out of credit no supply

if the landlord has bad rating with supplier then he will only get pre pay i suspect,but even on a seperate pre pay i think he will need to speak to local authority and it will still be his responsibility to maintain credit on that meter
