It's a bit like saying "will my kettle trip the RCD if it's switched off?" - of course it won't.
RCDs monitor current out (line conductor) against current in (neutral conductor) - if there's no circuit, there's no current to monitor........nothing to do with the earth
except under fault conditions
which is what im guessing he has
ie the spur is off the ring which in turn has a load on it
unless its a unswitched fused spur.He is saying he has a fused spur going to an outside socket and this socket has a fault on it.
If the spur is switched off inside - can the outside socket still trip the RCD - of course it can't!

if i had a fault on an outside socket and the fused spur was switched off inside what controls outside socket would it still trip the rcd
