When I had my house re-wired back in the early noughties, I had an outside socket fitted to plug the mower etc into. He fitted a socket with a cover and wired it into one of the two downstairs rings (kitchen and the rest). This seems perfectly okay to me - unless anyone can tell me differently?
Is it a Spur?
Is it a Spur off of a Spur?
Is it part of the RFC i,e, not a Spur?

Providing the circuit he connected it to is protected by a 30mA RCD, and assuming it is wired as a spur where the external socket is the only accessory, then yes it should be fine.
 
just stick a "FAIL" sticker on it and wait for the shyte to hit the fan.
