I have just had a landlord electrical test done and it's being 2 weeks got no receipt or certificate. Keeps making excuses. I have paid him cash. He is in Devon. Can anyone give me any advise thanks

Did you pay more than 50 quid, I hope you don't mind me asking ?
 
Where did you get his details from? Word of mouth? Is he a member of a registered scheme? Did you do any background checks on him before giving him this very responsible task?
 
It's not how we operate as a rule.

We all have less than perfect organisational moments though. :)

Quite often when People are paid for work before it is completed they can be a bit less than enthusiastic about finishing it.

Like it or not that's just human nature.

2 weeks sounds like a long time but when you are swamped with work it can pass quite quickly.

I wouldn't start panicking just yet but I'd certainly be asking him to provide the cert by the end of the week.

Sure there are plenty of people you can trust, but really, why did you pay cash when he hadn't given you the report?

Maybe a call to HMRC may be in order!

Regarding "court" - this, if you try it, will be thrown out!

He said he as to register it on the net before he send it to me. I was recommended him by a friend of ours. Is this how electricians. Operate or is it just him

It's just him! I am not aware of any requirement to register a Landlords Certificate nor of any scheme to do so.
Is he a REAL electrician or have you been conned? You should be able to look him up and his contact details at http://www.electricalcompetentperson.co.uk/

It's a pity you payed him before you got the certificate!!

Though an unregistered electrician is permitted to do his own certificates, for a whole list of reasons I wouldn't use one.
