The pipes may not be conductive but unless it's extremely pure the water in the pipes will be conductive, so that might need bonding.

Its obvious what needs doing then.........stick an earth rod through the pipe to bond the water...simples:tt1:

You could do, or you could just bond the boiler, or each tap. You'll need to bond every tap though, because they won't all be linked when the tap is off.
Or you could install a bit of metal pipe to bond to.

You don't need an RCD if it's inconvenient like if it might keep tripping.
You don't need to bond anything any more because of part P, but you need an NICEIC certificate otherwise it's illegal.
