Could you tell me please if I am allowed in England to replace by myself the 2.5mm cable from a radial circuit to 4mm and the 16Amp MCB it has now for a 32Amp?
 
It's a tough one... if I was being super cautious I would suggest this is not maintenance due to the fact it's a new cable and a new protective device which would imply it's the installation of a new circuit which would require an electrical installation certificate and a building control notification.

Plus, as you're a DIYer... how are you going to test to make sure it's safe?

Hi, thanks for the answer. My plan was to use a socket tester which is looking for continuity and polarity.

That is a bit like kicking a car tyre to prove the worthiness of the vehicle. It needs testing, certifying and notification to Building Control.
