Thanks for your help but I still cant see how you can 100% verify what arrangement by carry out loop tests.

although others have suggested it , i would not use any sort of earth loop / psc tests to try and ascertain whether a supply arrangement is tns or tncs.
visual inspection of the cable type and cut-out configuration is the proper way to distinguish between the 2.
 
Remember guys not every TNCS is a PME round here some places on overhead have had the supplier do earth connections to the neutral but the neutral is not connected to earth until it gets back to the (usually) pole transformer. There are not the multiple connections which would make a PME.
Aren't we missing the point. If you can't see the cut-out, clamp, electrode or whatever it is you can't complete the inspection because it is crucial to verify the connection of the MEC. You must find it even if it is in an adjoining building and this will (I suspect) also answer your question about the type of supply.

I find that hard to believe to be honest, If no earthing arrangement was originally supplied by the DNO then they wouldn't conduct a PME connection to a previously connected TT system where the overhead hadn't been suitably PME'd!! You sure these are official DNO PME connections and not DIY N-E connections?? ...lol!!!

Well yes obviously, but if the transformer is indoors and your lights are 50m down the garden then it's very easy to need pretty big cables at...
