If you can install in a detached garage, then you can use the house earthing system (PME). Wishful thinking ! Can you install it inside the garage and run charging cable through the wall or can you install it on the outside wall of the garage?
 
In any case, it's the location of the vehicle that matters, not just the charge point. If the the vehicle is to only ever be charged inside the garage, then no further consideration is needed (according to the regulations).
If however, the vehicle is to be charged outside, then further consideration is needed. For example, Open Pen protection as mentioned above.
