hi mate, do they have an rcd socket on the ring, if so disconnect it altogether, some cowboy may have not have been bothered to do a proper job & borrowed a neutral for the lighting, if that is the case the bulbs in the holders will give you that low a reading, confirming that would be a nightmare, try taking the bulbs out & disconnect neutral from fluorescent fittings a long shot but worth a try.
