From how I have understood it to be, line is referring to a conductor the that electrical energy passes through on its own and live being a conductor which also has electrical energy passing through including neutral

Is this referring to page 113 of bs7671 when asked about naming operational considerations?

The answer I was given by my tutor for this question was: 1. Who is in charge of what area, 2. When can be undertaken on that area, 3. The point if isolation, 4. The work that needs to be completed.
however I was going through the regs and I found the heading Operational Considerations, with other than what he mentioned listed below it.
