I know what you're saying but for polarity you are supposed to confirm that single-pole devices etc. are connected in the line conductor only. Therefore you need to operate the switches etc. and also the centre pin of bayonet cap lampholders.

The R1R2 test is not there to proove polarity only to proove the earth is present and at a reasonably suitable value, hence having the option of doing an R2 test only.
It's a plug in ceiling rose, most are made by Klik so they are generally referred to as this.
