Yeah I seen it in GN3 there, thanks. So a minor new works certificate should be issued. What if you don't issue one, could there be any comeback?
 
That's what it says in BS7671 as you know BS7671 is NOT mandatory read into that what you will, you asked the initial question, now you are asking if there would be any comebacks if you don't fill in, what in effect BS 7671 is telling you to do, personally I fill in a MNW every time you never know do you??
 
The MWC (or any other certification) is the only defence you have if something goes wrong, it is in your interest to fill it in, don't forget this one of the few trades where you are presumed guilty unless you can prove your innocence.

Perhaps he needs to be shown the relevant Paragraph on the actual MNW certificate, it will be his backside on the line, get him/her to put it in writing if he/she is telling you not to fill the cert in watch him sqirm then, trouble is you could be labeled as a trouble maker, the phrase "rock and a hard place" comes to mind, you are a professional I can't tell you what to do, only offer advice good luck
