The scheme I proposed was based on members of The Arms and TA's reporting users. I know Xenforo has some built-in features around punishment and my theory was if a user is reported x-times, they get moved to a group that is effectively a moderator review/ban group that prevents them from posting.

I don't have a lot of knowledge of Xenforo but from a brief read of the admin manual I think it could be achieved with no customisation of the software itself, just use of existing configuration options.

The other thing I'd like to say... ignoring people helps in that you don't see the garbage, but it doesn't (at least not for me) stop their garbage posts filling up the new posts page results and stopping legitimate posts appearing which suggest to me the filtering is being done whilst displaying the results of the query and not within the query itself.

So in short, ignoring them serves no purpose as best as I can tell.

I notice if you look at last months"Top poster of the month" the various spam names do pretty well

I have just looked at the permissions set up on xenforo 1 and the only way is to make more moderators who then can have permissions to deal with the spam. As a part of xenforo set up there is "spam cleaner" which should make clearing the spam a fairly painless thing, no need to delete each and every post, it's been a while since I have used it but I think you ban the spammer then you have the option to auto delete the spam posts.

Are they spoofing the IP addresses to get through as you should be able to block a full range if they aren't, if its pro ransom spanners being mischievous to cover up data theft or pro's wanting to piggy back off your system to hack other systems or for DOS attacks then it will get tricky and you will need to dig deeper to see if any accounts, passwords and email addresses have been compromised,

what guarantee's can you give the user base that their personal data is safe and hasn't been compromised as this isn't going away?

The spam is advertising and link-building, it's not a security issue it's just a nuisance. Problem is that the most effective way to stop it is to ban entire IP ranges where the spam predominantly comes from but that can block genuine members and IP addresses are dynamic and so it only works in the short term.
