Hey,
I perform periodic electrical measurements in the office. In one socket, the voltage between L and PE is only 140 V. Therefore, I can't measure the impedance of the short-circuit loop.
The voltage between L and N is 230 V, so the socket works without any problems.
Other sockets in the same room (on the same electrical circuit) are normal.
What could be causing the fault and what is the solution?

TL;DR
L - PE - 140 Volts (cannot measure impedance of the short circuit loop)
L - N - 230 Volts (socket works properly)
Other socket works correctly
