low voltage between L and PE

Hey,
I perform periodic electrical measurements in the office. In one socket, the voltage between L and PE is only 140 V. Therefore, I can't measure the impedance of the short-circuit loop.
The voltage between L and N is 230 V, so the socket works without any problems.
Other sockets in the same room (on the same electrical circuit) are normal.
What could be causing the fault and what is the solution?

What's the voltage between N and PE? Do you have a good earth present where you are testing?

Sounds like an earth continuity problem I would carry out a continuity test. Are you testing to the socket terminals or plugging into it?

Yes, that's continuity problem. I connected PE (bad socket) to PE (good socket) and nothing happens. Thanks.
