The earth is not connected to anything is one of the most likely (and dangerous) reasons.
Do you know what the earthing system of the property is?
A picture of the meter and its associated wiring would be really usefull.

Edit:
Also note that I can think of a couple of other ways this could happen but the most important thing about all of them is they all have the potential to be very DANGEROUS

Please get someone qualified to investigate as soon as possible.

It’s a TN-C-S, its only on that circuit, the other circuits are ok
