This has probably been asked before but want to make sure I am on the right track with this.

Am working at a house which has been re-wired ( apparently, but who puts 4mm radials in now adays ). The split load CU has 25mm tails to the meter. From the meter to the cutout its wired in what looks like 6mm cloth covers cable.

Also there appears to be an old cutout with fuse wire in both the L and N conductors, which is also unsealed.

My customer has only just purchased the property, so do I have to contact Electricity North West or his electricity supplier to sort this out as I cant sign off on the electrical work for the loft conversion with the tails in this condition.

Also should this work be FOC ?

Probably me! It does ring a bell. I'm not in a position to turn business down as such, but i get a lot of business and people like me because I provide a professional quote, stay for tea and biscuits etc, ha e lots of chit chat and suggest a lot of things and put ideas out there to the customer, I can more often than not sway someone to a better solution.

i get a lot of good feedback and comments from people as I am very much a people person and go the extra bit which a lot of people don't, if I think I can save the customer money, I do.

its like the thing with the quality of parts that you fit, I only fit good quality stuff as I do t want a reputation for fitting tatt! Eg, someone says swap a white faceplate, they get a double pole MK Logic plate, not a 99p special.

You would hate a job I've just completed in Stanford hill in London lol. Rewire of 24 purpose built flats concrete floors and ceilings completely done in trunking as the management company who we done the work for didn't want to batten/drop the ceilings or no coving etc.

The cover was hanging open when I went in. Its impossible to isolate that part as the cut out fuse is after it !

Then you must have closed it and replaced the porcelain tube to get the first pic I assume? Either way you have still put yourself at risk of serious injury.
A cast iron head which is hanging open should get immediate attention from the DNO.

The earth connection on that head as it stands should be a bolt onto the head itself, not a 951 clamp.
