From the Work at Height Regulations 2005
Regulation 5 Every employer shall ensure that no person engages in any activity, including organisation, planning and supervision, in relation to work at height or work equipment for use in such work unless he is competent to do so or, if being trained, is being supervised by a competent person.
Regulation 6(5)(b) without prejudice to the generality of paragraph (3), provide such additional training and instruction or take other additional suitable and sufficient measures to prevent, so far as is reasonably practicable, any person falling a distance liable to cause personal injury.
Regulation 14(2) Every person shall use anywork equipment or safety device provided to him for work at height by hisemployer, or by a person under whose control he works, in accordance with—
(a) any training in the use of the workequipment or device concerned which have been received by him; and
(b) the instructions respecting that usewhich have been provided to him by that employer or person in compliance withthe requirements and prohibitions imposed upon that employer or person by or under the relevant statutory provisions.
As far as I'm aware these are the only legislative Regulations pertaining to working at height which mention training.
As you can see, there is nothing stating that a licence is required, just that a person be competent, or supervised by a competent person.
Very similar wording to that as used in the EAWR1989.
When I was operating spider cranes on a Balfour Beatty construction site my fellow banksman was assisting me with the installation of panes of glass. He was a passenger on the MEWP and DID NOT have a ticket to operate it
Balfours in my opinion are probably one of the strictest there is when it comes to Health & Safety issues :thumbsup
Balfours like sparks to have this ticket but have no interest in putting anyone through it apart from their lazy long term heavies.
If anything costs money no company is interested in paying for it
