The question of no RPI uplift from April 2013 is for installs between November 2012 to March 2013. RPI should be added from April to all past rates for anyone who installed before November 2012. This is a change from the way it has worked in previous years when everyone with an existing install got the RPI uplift from the following April.
 
pretty sure that the rates for new installs after March also don't go up with RPI, as they did in 2011, which I think is what Worcester was getting at. I can't remember which revision of the legislation made that change though, probably when they put in place the quarterly degression system. So effectively they sneaked in an annual real terms rate cut on top of the quarterly degressions, though tbh I don't mind that too much being as the energy price rises more than make up for it.
 
RPI figure for the year to December 2012 announced at 3.1% - Consumer Price Indices, December 2012

This should mean that the revised rates for existing installs (prior to November 2012) from April 1st 2013 will be:

45.4p -> 46.8p
21.0p -> 21.7p
16.0p -> 16.5p

and for exports:

3.2p -> 3.3p
4.5p -> 4.6p
