Yes, it does seem to be the case that if a modification has been made to the locking system then it is not covered.

Having said that, I would argue the point that these were installed prior to cover being taken out.

I would also read the small print or ask them where in the contract it states that modifications to lock systems means in case of a call out the
contractee is liable for extra costs.
