Hi all have been to a house today in hildenborough kent to look at a Consumer unit change and there appears to be no earth supplied . installation is labelled PME system but there is no earth connection supplied by the distributor. there is a 4mm cable connected to the incoming water supply,and it is not an overhead TT system ,It does look like the head is fairly new i have told the customer it is not safe just not sure who i should be calling/what my next move is....can anyone help please sorry pic is upside down

You/the home owner need to talk to the supplier. Be prepared to put a stake in as you may find this may the "easiest" way to approach the issue. Obviously you need to put bonding in place and then a nice new board. Given you only have 3 circuits I'd be recommending a RCBO unit.

You should have and hopefully have put an earth rod in the ground and supplied it with an earth.

As you say it is labelled as a PME supply, if I were you I'd phone the DNO on behalf of the customer to make sure it get done.

Goes to show how thick or rushed the meter fitter is, to notice no earth on a labelled PME supply, get on the phone and say it appears the meter fitted seems to have removed the earth (a lie, but it might get them out even quicker).
