based on this I would say the Health and safety at work act is master to the lot.

Obviously compliance with BS7671 will help to address some issues under HASAWA but compliance to the EAWR is most likely, which is what is asked for in the question.
I would say that they have given the wrong answer in the test and the answer should be b. Electricity at Work Regulations 1989.

Acts are statute law (primary legislation), Regulations are statutory instruments (subordinate legislation) made to clarify or expand on Acts, both are statutory documents.
 
No there not, EaWR, comes under the HaSaW act. It can be chamgwd at any time like BS7671 unlike the HaSaW act which needs a act of parliament to alter it.
Don’t really want to make a big thing about this.
The question asks which of the following Statutory Regulations blah, blah, blah, then lists four sets of Regulations.
So the question itself believes the EAWR is statutory.
 
Definitely being over thought. The beginning of EAWR states complying with BS7671 is likely to mean you comply with it apart from some exceptions which is why the question states most likely.
